ESA proposes new programme to streamline support for European business

ACCESS – Accelerating Commercialisation and Competitiveness of the European Space Sector, ESA’s next phase of support for Europe’s space sector.


ESA has announced the proposal of a new programme, designed to accelerate the commercialisation and competitiveness of Europe’s space sector, which is due to be implemented after ESA Council Meeting at Ministerial Level (CM25) to be held from 26-27 November 2025. The proposed ACCESS programme’s mission will be to help companies develop innovative commercial products and services and foster a diverse and dynamic space ecosystem for Europe.

ACCESS will bring together the established ScaleUp and BASS (Business Applications and Space Solutions) programmes, building on their success to enhance focused support for European companies of all sizes and stages of maturity, from start-ups and SMEs to established players. 

The ACCESS proposal is fully aligned with ESA’s Agenda 2025 and Strategy 2040, placing a strong emphasis on sustainability, environmental responsibility and societal benefit. The programme proposal actively supports the green transition, climate action and the achievement of the United Nations Sustainable Development Goals (SDGs) through its activities and partnerships.
