Objectives of the service
The project expands Belmap, GIM’s geospatial digital twin platform, from the Benelux to additional and larger European countries. Today, property data across Europe is fragmented, inconsistent and difficult to combine, making it time-consuming for organisations to obtain reliable information about buildings, parcels and addresses. At the same time, many users across different sectors require these up-to-date insights, but current processing approaches are often slow or limited to predefined areas.
Belmap4EU addresses these challenges by redesigning the platform to scale efficiently across Europe and by integrating advanced AI and Earth Observation (EO) technologies. The project will harmonise national datasets into one consistent property intelligence platform and enrich them with features such as solar panels and swimming pools. In addition, a new on-demand EO processing service will allow users to extract property insights for specific locations using satellite imagery, even where complete datasets are not yet available.

Service/ system concept
The service delivers property intelligence through an information-rich dataset containing a wide range of attributes for every property. It combines data from multiple national and regional sources and integrates them into a single, harmonised dataset. Through advanced AI-powered processing, these diverse datasets are enriched with additional insights, creating a consistent and detailed view of buildings, parcels and addresses.
Originally developed for the Benelux, Belmap is progressively expanding beyond its initial footprint. The platform is evolving towards pan-European coverage, enabling consistent property-level intelligence across multiple countries. By harmonising data structures and applying scalable processing pipelines, Belmap makes it possible to analyse properties across borders using the same standards and methodologies.
In addition, Belmap introduces an EO on-demand service that enables dynamic extraction of property features using satellite imagery. Leveraging Sentinel-2 and very-high-resolution satellite data, the system can analyse specific locations when needed and derive insights such as roof characteristics or the presence of solar panels. This flexible capability allows users to obtain up-to-date information for targeted areas or individual addresses, even where full datasets are not yet available.
Space Added Value
Belmap4EU uses Sentinel-2 and high-resolution commercial satellite imagery to respectively detect changes and extract building and parcel features such as solar panels and swimming pools.
Current Status
The demonstration project started in the December of 2025. The initial tasks include refinement of the user requirements and validating business cases with potential future users. For each sector, users will be involved in this analysis through a series of workshops and sample validations.
