ESA has launched an opportunity to offer funding and support to companies for the business case assessment and development of new space enabled Internet of things (IoT) services that target relevant customer needs.

IoT is already used in many parts of daily life: human-centred applications related to health & fitness, home-automation & security, smart cities & transportation, connected vehicles, retail, production or industrial work environments are some of its applications.

Depending on their purpose, IoT solutions may require remote or global interconnectivity, robust communication, positioning, precision timing, remote monitoring and control, in-situ and remote sensors, technology for harsh environments, geo-information etc. Space assets and technologies, such as satellite communication, satellite navigation, Earth observation, or human spaceflight, can satisfy some of these demands and empower IoT services.

This call is hosted under ESA’s Integrated Applications Promotion (IAP) programme’s Feasibility Studies scheme. Feasibility Studies resulting in compelling business cases will be eligible for additional funding supporting a follow-up IAP Demonstration Project.

ESA Tender Information

Responding to an open competitive Invitation to Tender (ITT) requires the submission of a Full Proposal. The submission of the Full Proposal initiates the evaluation process according to ESA regulations and procedures.

The consequential evaluation of proposals results in a recommendation for a winning bid. In the case that several proposals of sufficient quality targeting different and/or complementary aspects are submitted, the Agency reserves the right to place parallel contracts for each of the open competitive ITTs in coordination with the relevant national delegations and partners involved in case of external funding.

Registration as Bidder

Prior to submitting a Full Proposal, the Prime and all subcontractors must register as potential bidders via esa-star. This process needs to be started as soon as possible, as it will take time to complete.


Funding Scheme

Funded participation to the ESA Business Applications programme is open to any public organisation, commercial client worldwide or space company, be it as group of users, public body or non-governmental organisation, residing in any of those states that subscribed to the programme.

To date, Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxemburg, The Netherlands, Norway, Poland, Portugal, Romania, Sweden, Switzerland and the United Kingdom have subscribed.

Funding of the individual Prime or subcontractors is subject to authorisation of the required budget by the related National Delegation(s). As documented in the Declaration and Implementing Rules, the delegations are free to decide whether or not to support an entity. Therefore bidding teams are requested to obtain a Letter of Authorisation from their national delegation before submitting a Full Proposal.

Activities may be funded by ESA up to 100% of the cost of the project.
